Residents submit memo to agency over Kg Jalan Papan housing dispute

More than 30 houses in Kampung Jalan Papan, Klang, were demolished last November to make way for a redevelopment project. KUALA LUMPUR: Residents of Kampung Jalan Papan have submitted a memorandum to the Bank Negara Malaysia agency set up to rescue abandoned housing projects, demanding that it fulfils a long-standing commitment to build homes for the area’s settlers. The settlers had been living in the village in Pandamaran, Klang, since 1939 after being granted temporary occupation licences (TOLs) by the authorities. More than 30 houses in the kampung were demolished last November to make way for a redevelopment project. In their memorandum to Tabung Projek Perumahan Terbengkalai (TPPT), submitted at its office here this morning, the Kampung Jalan Papan Residents Association claimed the agency had failed to deliver on its mandate to build affordable houses for them, despite receiving land from the Selangor government for that purpose in 1995. The memorandum said TPPT had delegated the project to developer Melati Ehsan Consolidated Sdn Bhd in 2009, but no homes had been built yet. The residents said they support a 2018 decision by the Selangor government that approved the construction of 20ft by 70ft terraced houses priced at RM99,000 for them. They want TPPT to directly oversee the housing project in line with the 2018 state government decision, compensate those whose homes were demolished in November, and conduct a joint audit to determine which settlers are eligible for replacement housing. Parti Sosialis Malaysia (PSM) deputy chairman S Arutchelvan, who was present with the residents when they submitted their memorandum, said TPPT, as the landowner, should take responsibility for ensuring the housing project is carried out. “TPPT is under BNM, so they cannot just wash their hands of the matter,” Arutchelvan said. TPPT’s chief operating officer, Azlan Abdul Aziz, who received the memorandum, declined to comment, noting that the matter had been decided by the courts.
